The project is operated entirely by Senegalese personnel with experts in an advisory capacity supplied by the United Nations Educational, Scientific and Cultural Organization (UNESCO). This pilot project was established in 1964, and began operation in 1965 with a series of television broadcasts on health and nutrition, and a broader educational and cultural programme entitled "Rencontres."
