Instruments signed with Member States

Series primarily consists of legal instruments signed between UNESCO and member states, including state agencies and corporations. Instruments include co-operation agreements, host-country agreements, funds-in-trust agreements and plans of operation. UNESCO agreements signed with local governments are also filed in this series. The series also contains agreements signed between UNESCO and international, regional or other multilateral organizations as well as all multilateral conventions and recommendations adopted by the General Conference or other intergovernmental conferences which designated UNESCO as a depository. United Nations University (UNU), University for Peace (UPEACE) and World Maritime University (WMU) agreements are filed in this series, but other agreements signed with universities, including state universities, can be found in series B. UNITWIN agreements may be filed in this series or series B. Instruments are given a reference code and registered upon receipt in the Archives and are therefore in rough chronological order.

Instruments signed with organizations, companies and private individuals

The series consists of legal instruments signed between UNESCO and non-governmental organizations, universities, foundations, private companies, or individuals. The series includes state universities and academies, but not research institutes with reporting relations to branches of government. United Nations University (UNU), University for Peace (UPEACE) and World Maritime University (WMU) agreements are filed under series A as they were established by the UN system. All UNESCO Chair agreements are filed in this series, but UNITWIN agreements may be found in series A or B. The Archives staff also used this series at first to register special documents or objects of intrinsic value, such as medals, emblems, speeches, recordings, and stamps. The series further contains subseries of agreements for the safeguarding campaigns. Agreements are arranged in order of the reference code given upon registration in the Archives and are, therefore, roughly in chronological order.

Programme Cooperation Agreement between UNESCO and the Norwegian Ministry of Foreign Affairs - financial support for 2022-2025 to results areas in UNESCO's Programme and Budget (41 C/5) in the field of Culture and Communication and Information (MFA's ref. no QZA-22/0155)

Arrangements (based on a general arrangement) between the Minister of Foreign Affairs of the Netherlands and UNESCO, for supporting UNESCO's International Programme for the Development of Communication (IPDC)

This file contents two arrangements, concerning two contributions from the Netherlands for the UNESCO's IPDC Programme. These arrangements take place in line with the General Arrangement concluded on 18 Maarch 1994 between the Parties and with an Amendment on 25 February 2008. Each arrangement includes three annexes.

Arrangement (based on a general arrangement) between the Minister of Foreign Affairs of the Netherlands and UNESCO, to support the Multi-Donor Programme on Freedom of Expression and Safety of Journalists.

This arrangement takes place in line with the General Arrangement concluded on 18 Maarch 1994 between the Parties and with an Amendment on 25 February 2008. Its contents seven annexes, including a presentation document of this Multi Donor Programme's Strategy.

Arrangement (based on a general arrangement) between the Minister of Foreign Affairs of the Netherlands and UNESCO, for supporting the Li Beirut Initiative.

This arrangement takes place in line with the General Arrangement concluded on 18 Maarch 1994 between the Parties and with an Amendment on 25 February 2008. The Netherlands' financial contribution is intended to support the Li Beirut Initiative, in particular the project entitled "Supporting Access to Reliable Information during Elections in Lebanon". Among the three annexes, is attached a presentation document of this project.

Memorandum of Understanding between UNESCO and the Generalitat of Catalonia in the fields of Education, Sciences, Culture, and Communication and Information

This memorandum takes place in line with the memorandum signed on 3rd June 2013, to promote collaboration between the Parties in the fields of education, sciences, culture, communication and information, considering the autonomy of Catalonia within the Kingdom of Spain.

Funds-in-Trust - Denmark : Model Funds-in-Trust project agreement between UNESCO and the Kingdom of Denmark for the project "Enhancing the Safety of Journalists in Africa and the Arab Region"

This Funds-in-Trust agreement is signed with UNESCO by the Permanent Delegation of the kingdom of Denmark to UNESCO and the Ministry of Foreign Affairs of Denmark. It contains three annexes, including a Project Document.

Funds-in-Trust agreement between UNESCO and the Ministry of the Environment and Land and Sea Protection of the Italian Republic, to support the "UNESCO international environmental experts network" Programme.

This agreement takes place within the Multi-Partner Trust Fund in support of "UNESCO international environmental experts network" Programme (2020-2023). The Programme Outline is mentioned as annex but absent ; a schedule of payments is attached as annex.

Specific Funds-in-Trust Project Agreement between UNESCO and Sweden, represented by the Swedish International Development Cooperation Agency (Sida)

The agreement takes place within a Framework Agreement (2014) and is intended to support UNESCO's project "Strengthening Sciences, Technology and Innovation (STI) Systems in Africa." The project outline document, including a Result Assessment Framework, a budget and a workplan, are annexed.

Arrangement between UNESCO and the Ministry of Foreign Affairs of the Republic of Korea (ROK) on the third amendment of the Memorandum of Understanding on the Framework of Voluntary Contribution

This agreement is concluded on behalf of donating government ministries and other institutions, according to the UN General Assembly Resolution 72/279 of May 2018 introducing a one percent coordination levy on one-core contributions provided by Member-States in order to support UN development, accepted by Korea in a Memorandum of Understanding on the Framework of her Volontary Contribution, signed in 2015. Content 3 Annexes, including a template for mutually determined Funds-in-Trust Projects letter by the ROK Donors providing financial contributions to UNESCO.

Funds-in-Trust - Saudi Arabia : Executive Programme Framework Agreement for the Establishment of the Kingdom of Saudi Arabia Funds-in-Trust at UNESCO to support the protection and promotion of Culture and Heritage

This agreement takes place in line with a Memorandum of Understanding signed on 2019 to strengthen the cooperation of the Parties in the field of culture and cultural Heritage, and with the National Cultural Strategy launched in 2019 for the Kingdom of Saudi Arabia. It contains two annexes, including a programme outline for "Culture and Digital Technologies: an opportunity for sustainable development." in both Arabic and English).

Protocol on Amendment to the "Framework agreement between UNESCO and the Government of the Republic of Azerbaijan for cooperation in the areas of education, sciences, culture and communication" signed on 18 July 2013

With this amendment, the Parties agree to modify some articles of the Framework Agreement signed on 18 July 2013, after deciding to extend the Framework Agreement until 24 September 2023. This amendment is available in two version (English and Azerbaijani).

Legal Instruments

In the course of its activities, UNESCO enters into legal agreements with member states, international and regional organizations, non-governmental organizations, universities, foundations, private companies and individuals. UNESCO’s General Conference also adopts international standard-setting instruments, including, so far, twenty-nine conventions, thirty-two recommendations, and thirteen declarations. In addition to this, UNESCO can be the designated depository for instruments adopted by other intergovernmental conferences. Member states then issue and send legal instruments to UNESCO in reponse to these standard-setting instruments. The Collection consists of legal instruments transferred to the Archives and registered by Archives staff in one of the following three series: A) Instruments signed with member states; B) Instruments signed with organizations, companies and private individuals; and C) Donations, bequests and legacies.

Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property

The subseries consists of legal instruments and supporting documents exchanged with regard to the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property adopted at the 16th Session of the General Conference in Paris, 14 November 1970.

Regional Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in Latin America and the Caribbean

The item consists of an original Convention with signatures, plus a photocopy of the original. The Convention is composed of three versions in Spanish, English and French.

Agreements signed between the IOC and member states, international or multilateral organizations

Subseries consists of agreements signed by UNESCO-IOC with member states, international, regional, or multilateral organizations. Agreements are filed by organization or by member state, with the exception of agreements on the establishment of Programme Offices in member states, which are in separate files. Agreements are also filed separately when they are signed by multiple organizations (ie. an agreements signed by IOC, WMO and ICSU will be in a distinct file rather than being filed under WMO agreements).

Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict

Subsubseries contains ratifications of the 1999 Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict. If a county ratified the Convention and the First Protocol at the same time as the Second Protocol, all instruments should be filed together in this subsubseries. The Archives staff seem to have skipped registration code numbers on several occasion.
