Instruments signed with Member States

Series primarily consists of legal instruments signed between UNESCO and member states, including state agencies and corporations. Instruments include co-operation agreements, host-country agreements, funds-in-trust agreements and plans of operation. UNESCO agreements signed with local governments are also filed in this series. The series also contains agreements signed between UNESCO and international, regional or other multilateral organizations as well as all multilateral conventions and recommendations adopted by the General Conference or other intergovernmental conferences which designated UNESCO as a depository. United Nations University (UNU), University for Peace (UPEACE) and World Maritime University (WMU) agreements are filed in this series, but other agreements signed with universities, including state universities, can be found in series B. UNITWIN agreements may be filed in this series or series B. Instruments are given a reference code and registered upon receipt in the Archives and are therefore in rough chronological order.

Legal Instruments

In the course of its activities, UNESCO enters into legal agreements with member states, international and regional organizations, non-governmental organizations, universities, foundations, private companies and individuals. UNESCO’s General Conference also adopts international standard-setting instruments, including, so far, twenty-nine conventions, thirty-two recommendations, and thirteen declarations. In addition to this, UNESCO can be the designated depository for instruments adopted by other intergovernmental conferences. Member states then issue and send legal instruments to UNESCO in reponse to these standard-setting instruments. The Collection consists of legal instruments transferred to the Archives and registered by Archives staff in one of the following three series: A) Instruments signed with member states; B) Instruments signed with organizations, companies and private individuals; and C) Donations, bequests and legacies.

Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property

The subseries consists of legal instruments and supporting documents exchanged with regard to the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property adopted at the 16th Session of the General Conference in Paris, 14 November 1970.

Subseries consists of agreements signed by UNESCO-IOC with member states, international, regional, or multilateral organizations. Agreements are filed by organization or by member state, with the exception of agreements on the establishment of Programme Offices in member states, which are in separate files. Agreements are also filed separately when they are signed by multiple organizations (ie. an agreements signed by IOC, WMO and ICSU will be in a distinct file rather than being filed under WMO agreements).

Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict

Subsubseries contains ratifications of the 1999 Second Protocol to the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict. If a county ratified the Convention and the First Protocol at the same time as the Second Protocol, all instruments should be filed together in this subsubseries. The Archives staff seem to have skipped registration code numbers on several occasion.

Convention for the Protection of Cultural Property in the Event of Armed Conflict

The subseries consists of legal instruments and supporting documents exchanged with regard to the Convention for the Protection of Cultural Property, agreed at The Hague, 14 May 1954, and its Final Act and Regulations, as well as its First Protocol (14 May 1954) and Second Protocol (26 March 1999). The subseries is organized by sequence of the registration of the instruments at the UNESCO Archives, and further organized into two subsubseries: A/114/A Convention pour la protection des biens culturels en cas de conflit armé - Réunion des Hautes Parties contractantes, 1ère, Paris, 16-26 juillet 1962 [et le Premier Protocole]; and, A/114/B Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict. The logic of this organization was not always strictly followed by Archives staff over time, and so researchers should review the entire subseries for items of interest.
