Subfonds contains official and unofficial files, papers, letters, memoranda, manuscripts, maps, illustrations, photographs, etc. of the International Commission for a History of the Scientific and Cultural Development of Mankind as maintained by its Secretariat. The records reflect the preparation, publication, and reception of the six volumes of the History, as well as the publication of the Journal of World History. The original filing plan used by the Secretariat has been respected with only slight modifications. A 1979 accrual which has been added as series 11 is arranged according to filing plan codes where they were used, and then by original order at transfer. Also from the 1979 accrual, a manuscript series has been arranged as series 12. A last series 13 was created for the personal notebooks of the Secretary-General of the Commission, G.S. Métraux. On the file level, most of the items follow a strict chronological order but the copies and drafts have not been completely weeded through. Records date predominantly from 1947 when the General Conference resolved to begin the preparation of the History, to 1969 when the International Commission was dissolved. There are, however, some earlier documents collected by the Secretariat, and some later records added to the files prior to transfer to the Archives.

Series primarily consists of legal instruments signed between UNESCO and member states, including state agencies and corporations. Instruments include co-operation agreements, host-country agreements, funds-in-trust agreements and plans of operation. UNESCO agreements signed with local governments are also filed in this series. The series also contains agreements signed between UNESCO and international, regional or other multilateral organizations as well as all multilateral conventions and recommendations adopted by the General Conference or other intergovernmental conferences which designated UNESCO as a depository. United Nations University (UNU), University for Peace (UPEACE) and World Maritime University (WMU) agreements are filed in this series, but other agreements signed with universities, including state universities, can be found in series B. UNITWIN agreements may be filed in this series or series B. Instruments are given a reference code and registered upon receipt in the Archives and are therefore in rough chronological order.
Member State Ratification documents of the UNESCO Constitution

This series consists of digitized copies of official documents of adherence to the UNESCO Constitution by UNESCO Member States, known as ratification instruments, dating from the establishment of the Organization in 1945 up to the most recent ratifications. The original documents are physically held in the UK National Archives in Kew.
Since the establishment of UNESCO on 16 November 1945 during the Conference for the Establishment of UNESCO, held at the Institute of Civil Engineers in London, UNESCO’s original Constitution, along with every formal acceptance of the Constitution by Member States, have been deposited in the UK Foreign Office. The documents are transferred by the UK Foreign Office in London to the UK National Archives in Kew, which currently still holds them. UNESCO in Paris is notified by the UK Foreign Office of the deposit of each ratification document.
From 2020 to 2021, to mark UNESCO’s 75th anniversary, the UK National Commission for UNESCO, the UK Permanent Delegation to UNESCO, the UK Department for Digital, Culture, Media and Sport, and the UNESCO Archives worked with the UK National Archives to digitize each UNESCO Member State ratification instrument. The digitization of the documents was funded by the UK Department for Digital, Culture, Media and Sport.

It reflects the process of admission to categories of official relations as well as the ongoing activities undertaken in observance of the obligations of such categories. The files contain information on the NGO itself, but not necessarily on projects undertaken jointly with UNESCO. Files are arranged chronologically reflecting different transfers over time, and then roughly alphabetically by the French name of the NGO.

In the course of its activities, UNESCO enters into legal agreements with member states, international and regional organizations, non-governmental organizations, universities, foundations, private companies and individuals. UNESCO’s General Conference also adopts international standard-setting instruments, including, so far, twenty-nine conventions, thirty-two recommendations, and thirteen declarations. In addition to this, UNESCO can be the designated depository for instruments adopted by other intergovernmental conferences. Member states then issue and send legal instruments to UNESCO in reponse to these standard-setting instruments. The Collection consists of legal instruments transferred to the Archives and registered by Archives staff in one of the following three series: A) Instruments signed with member states; B) Instruments signed with organizations, companies and private individuals; and C) Donations, bequests and legacies.

Item also indicates that Belgian Government had passed a law approving the Constitution on 13 November 1946.
